Qinghai Province is an important source of rivers and ecological protection zone in China, and the resource utilization of livestock and poultry manure is related to ecological security. Our department guides the agricultural and rural departments in Qinghai Province to carry out the resource utilization of livestock and poultry manure in the direction of fertilizer utilization, and adopts multiple strategies to support Henan County and Huzhu County in implementing county wide promotion projects, actively exploring typical models, and demonstrating and driving the resource utilization of livestock and poultry manure throughout the province. Next, our department will combine the preparation of the "National Plan for the Integration of Livestock and Poultry Manure Utilization and Breeding Construction (2021-2025)" to increase policy support. Continue to support eligible counties (cities, districts) in Qinghai Province to promote the resource utilization of livestock and poultry manure, with the main path of combining planting and breeding and ecological cycling, to promote the green development of animal husbandry.

2、 Regarding increasing subsidies for equipment for the resource utilization of aquaculture waste

Our department attaches great importance to the guiding role of the agricultural machinery purchase subsidy policy and supports farmers in purchasing and using equipment for the resource utilization of livestock and poultry breeding waste. At present, the national agricultural machinery purchase subsidy includes 10 types of livestock and poultry breeding waste resource utilization equipment, including manure cleaning machines, manure solid-liquid separators, livestock and poultry manure fermentation processing machines, and organic waste aerobic fermentation turning machines. Support 11 provinces to carry out pilot subsidies for the purchase of new agricultural machinery products, subsidizing the purchase of complete sets of waste treatment equipment, waste material dryers, and other related machinery. Since 2018, a total of 11000 units of equipment for the resource utilization of livestock and poultry breeding waste have been subsidized nationwide, with a subsidy fund of 160 million yuan. Next, our department will continue to optimize the range of subsidy equipment, include more livestock and poultry waste utilization equipment in the subsidy scope, and accelerate the improvement of mechanization level for livestock and poultry waste treatment.

3、 Regarding increasing the scale of replacing chemical fertilizers with organic fertilizers

Our department conscientiously implements the strategy of "storing grain in the ground and storing grain in technology", and encourages and guides farmers to increase the application of organic fertilizers. Since 2017, 238 key counties (cities, districts) have been selected to carry out pilot projects for replacing chemical fertilizers with organic fertilizers, integrating and promoting the production technology model of replacing chemical fertilizers with organic fertilizers, and constructing a long-term mechanism for replacing chemical fertilizers with organic fertilizers for fruits, vegetables, and tea. Combining the implementation of soil testing formula fertilization, farmland protection and quality improvement, and pilot projects for the protection and utilization of black soil in Northeast China, physical and chemical subsidies are adopted to encourage and guide farmers to increase the application of organic fertilizers, return straw to the field, and plant green manure. Next, our department will work with relevant departments to develop subsidy policies that encourage and guide farmers to use organic fertilizers, and accelerate the promotion and application of organic fertilizers.

4、 Regarding the Implementation of Environmental Protection Tax Preferential Policies

Introduce multiple tax incentives for the resource utilization of livestock and poultry breeding waste. For taxpayers selling self-produced fuels such as biogas produced from livestock and poultry manure, as well as electricity and heat, value-added tax will be levied and refunded at a rate of 100%; For enterprises engaged in environmental protection projects such as livestock and poultry farms and biogas engineering projects in breeding communities that meet the conditions, a preferential policy of three exemptions and three reductions in enterprise income tax will be implemented; Comprehensive utilization and harmless treatment of livestock and poultry breeding waste in accordance with the law, which does not directly discharge pollutants into the environment, shall not be subject to environmental protection tax. Next, the central finance will combine the suggestions made by the committee members, continuously summarize experience, and further improve policies related to environmental protection tax incentives.

5、 Regarding the Implementation of Land Policy for Resource Utilization of Livestock and Poultry Manure

In order to actively support the development of modern facility agriculture, including livestock and poultry breeding, the Ministry of Natural Resources, in conjunction with the Ministry of Agriculture and Rural Affairs, has issued the "Notice on Relevant Issues Concerning the Management of Facility Agriculture Land" (Natural Resources Regulation [2019] No. 4), clarifying that the land for livestock and poultry aquaculture facilities, including breeding production and directly related facilities such as manure disposal, inspection and quarantine, belongs to facility agriculture land. Next, the Ministry of Natural Resources will work with relevant departments to strengthen investigation and research, further improve policies for managing facility agricultural land, and support the resource utilization of livestock and poultry manure and the construction of environmental protection facilities.
